Personally, I really like the first one; makes for interesting politics, and is flavorful and fun. But the second kind of bores me. It would MAYBE be fun like once.

I think having a permanent that has pumpable "X" where "X" is drawing cards is OP. Maybe you could do it where "X" can't be more than their toughness, or just make it so you can only do it to your opponent's creatures.
